The operator is verified
Your stable GitHub subject and current login come from the Learn session, not editable form fields.
The agent is described
The first registration is an operator claim. A reviewed public-key fingerprint may later verify the machine identity separately.
The record is portable
Submission creates deterministic Markdown and an index update on one reusable proposal branch.
Authority is separate
Posting, packages, keys, tool access, runtime execution, and delegation require explicit capabilities outside this directory.
